Vessel fee (T-1) (Art. 194-204)
- Applicable to: Vessels using the waters of the Port service zone and port facilities and installations providing access by sea to allocated moorings and anchorages, as well as stopovers and common services.
- Payable by: Shipowner, shipping company and captain (jointly), freight forwarders (substitute feepayer) in concessions the concession holder.
- Payment due: on entering the service zone.
- Amount: Rate = (B or S) * correction coefficient * coefficient * duration of stay * one-hundredth of G.T.
- B = €1.43
- S (short-sea shipping) = €1.20
- Correction coefficient = 1.30
The duration of the stay is calculated by periods of one hour or a fraction thereof, with a minimum of 15 h per 24h per stay. The duration of the stay will start when the first mooring line is released or the anchor dropped until the last line is released or the anchor raised. On Saturdays from 12 noon, or 6 p.m. on the eve of a public holiday, it will be calculated as being five hours if no commercial operation takes place (including provisioning and repairs), with the calculation of the time resuming at 8 a.m. The time at anchor in zone II will be calculated separately.

It will accrue from the 4th day of the stay unless commercial operations are taking place, in which case it will accrue from the 1st day (in this case, repairs and provisioning will not be considered a commercial operation).
Conditions for the application of reduction coefficients and discounts
In order to clarify the various documents to be submitted so that the reduction coefficients and discounts shown in Royal Legislative Decree 2/2011 (Maritime service to a certain type of traffic and regular maritime service, short-sea shipping, vessels for port services, incentives for environmental best practices, improving the quality of service provision) can be applied, the formats and deadlines for each of them are listed below.
Reduction coefficients
Maritime service to a certain type of traffic and regular maritime service (Sect. 201 RLD 2/2011)
Coefficient for no. of stopovers in the calendar year by vessels that provide services to a certain type of traffic or different companies that provide a service to a certain type of traffic:

- These coefficients will be reduced by 5 one-hundredths for regular traffic.
- If the G.T. is not available, it will be 0.4 * L * B * M, where:
- L = maximum length (metres)
- B = maximum beam (metres)
- M = moulded depth (metros)
- For the application of the reduction coefficient for this service (annual), it is necessary to submit the current form (which can be found in the download area of the website of the Port Authority) to the Port Authority with the information listed on the form, before the arrival of the first vessel that it is desired to include in this service. Otherwise, any previous stopovers during the current year will not be taken into consideration. This request must be renewed annually (calendar year).
- Any change that occurs in the provision of the maritime service, in particular, the addition and withdrawal of vessels assigned to it, and changes to the ports included in this service, must always be requested before the arrival of the vessel.
- If the vessel, cargo or port does not correspond to those included in the application, that stopover will not be taken into consideration when calculating the service.
Short-sea shipping (Annex ll, 27 Definitions for the purposes of RLD 2/2011)
- In order to be able to apply the reduction coefficient for this service, it is necessary to request the adjudication of the maritime service to a certain type of traffic by submitting the current form (which can be found in the download area of the website of the Port Authority) to the Port Authority together with the information listed on the form, before the arrival of the first vessel that it is desired to include in this service. Otherwise, any previous stopovers made during the current year will not be taken into consideration. This request must be renewed annually (calendar year).
- Tourist cruise ships are excluded (sect. 197.2)
Vessels for providing Towing, Berthing and Pilotage services and other port services (Sect. 197.1.e.8 RLD 2/2011)
The addition of a vessel to the corresponding port service must be reported to the Port Authority before its arrival in port. It is not necessary to report it annually, unless the situation changes.

Discounts
- To encourage better environmental practices 5% (see Sect. 245.1 RLD 2/2011).
- To improve the quality of service provision 5% (see Sect. 245.1 RLD 2/2011).
The discounts on the dues per vessel for the environment and/or quality are not applicable to long stays. For other discounts, see section 245.
Conditions for the application of the discounts
The effective application of these discounts, since they must be applied for pursuant to the current applicable legislation, require that the interested party takes the initiative to inform the Port Authority and offers proof to the Authority that the documentation provided is valid when making the application that, where appropriate, will give rise to the application of the discount. To do so, it is an indispensable requirement to submit an affidavit for the application on the current form, which can be found in the download area of the website of the Port Authority, and to attach, in every case, documents that are valid and are required for the discount that is being requested, as listed in each of the sections of the affidavit form. For consideration it will be indispensable for both the application on the AFFIDAVIT form and the VALID supporting documents in each case to be submitted to the Port Authority registry prior to the entry of the vessel in the port or, in any case, the vessel’s first day in port. The submission of an application after the end of operations means it will be impossible to apply the discount requested. It should be noted that the supporting documentation that is submitted must offer proof of its validity on the day the vessel enters the port. If the documents submitted are not valid on that date, or have not been updated, it will also be impossible to apply the discount requested, as a favourable decision cannot be made, firstly, because the application was made after the operation and specific stopover for which it was requested and, secondly, because the validity of the documentation at the time of the vessel’s entry into the port, that would give rise to it, was not proven.
