Mooring and Unmooring of Vessels
The mooring service is understood as the service whose purpose making fast a vessel by taking its lines and attaching them to fixtures on quays or jetties, following instructions from the captain of the vessel, in the mooring sector designated by the Port Authority, and in the appropriate order and layout in order to facilitate docking, unmooring and unberthing operations.
The unmooring service is understood as the service whose object is to release and cast off the lines of a vessel from the fixtures to which it is moored, following the sequence and instructions issued by the captain, and without affecting the mooring conditions of contiguous vessels.

CONDITIONS FOR APPLICATION
Scope of the Service
These maximum charges will apply when the number of service providers is limited or insufficient to guarantee competition, once they are approved by the APAC Board of Directors in accordance with the provisions of article 125.2.d) of the TRLPEMM.
Surcharges
Surcharges may be applied based on incidents attributable to users. The concepts for which it is allowed to establish surcharges are:
- Delay caused by the vessel in the provision of the service:
- If the delay is less than half an hour: 0%
- If the delay is greater than half an hour and less than one hour: 10%
- If the delay is greater than one hour and less than two hours: 20%
- If the delay is greater than two hours: 30% for each hour or fraction
- Cancellations made by the user less than (30) thirty minutes before the time indicated for the start of the provision of the service
Any operation that is not canceled half an hour before the set time, and that is not carried out afterwards, will be charged with 50% of the corresponding fee for the service to be provided.
Reductions
Reductions will be applied based on incidents attributable to the providers.
The concepts for which reductions will be established are:
- Delay of the provider in the beginning of the provision of the service
- If the delay is less than half an hour: 0%
- If the delay is greater than half an hour and less than one hour: 10%
- If the delay is greater than one hour and less than two hours: 20%
- If the delay is greater than two hours: 30% for each hour or fraction.
The delay in the provision will begin to be counted from the 30/60 minutes established as the maximum response time (internal port/external port) when the start time has not been previously agreed and the means are not providing another service.
Amendment service
By amending with displacement of the ship in the same pier, in which it is not necessary to change all the ropes (S/TC), a single operation will be invoiced.
By amending with displacement of less than one length of the vessel in the same dock, in which it is necessary to change all the ropes (C/TC), or for change of dock (C/M), two (2) operations will be charged ( mooring and unmooring). In the event that said maneuver is done without the use of tugboats, a higher service will be billed.
For amended with displacement greater than or equal to one length of the vessel in the same dock, in which it is necessary to change all the ropes (C/TC), three (3) operations will be invoiced. In the event that said maneuver is done without the use of tugboats, a higher service will be billed.
The reinforcement of ropes, will be applied in those cases that a ship (with the exception of cruise ships), needs to moor safely, more than 16 ropes (hapes) and / or 8 hawsers or wires, (bow and stern). Services provided in adverse weather circumstances, etc., that cause hawsers and/or hawsers to break and for any other safety or operational reasons that may be required are also considered.
In all cases, the reinforcement of the mooring lines will be invoiced as one (1) operation, independent and additional to any other requested.
Special services
They will be applicable to those services related to mooring on board ships or floating devices such as barges, barges, alongside ships, platforms, drawers, etc...
It will also be applicable to those maneuvers that do not correspond to the usual mooring, unmooring or amended maneuvers, and/or whose duration exceeds 60 minutes.
The amount of these fees will be an additional 600 euros, for each hour or fraction of the maneuver. Said amount includes the mooring team, made up of four (4) mooring men, one (1) maneuver support vessel and one (1) land team with the capacity to haul ropes.
If you need more mooring men on board or on land, they will be billed at a rate of 60 euros/hour for each additional mooring man.
If you need more vessels to support the maneuver, it will be billed at a rate of 250 euros/hour per additional vessel.
In case of needing more ground equipment to support the maneuver, it will be invoiced at a rate of 150 euros/hour per additional vehicle.
