Internal Maritime Plans
Contingency plan in respect to a marine contamination event arising within the port
The Port Authority of A Coruña's Internal Maritime Plan is the legal and technical instrument by way of which the organisational and action procedures of the government agencies and public and private bodies are regulated, addressing the structuring, layout of personal and material means and the management and monitoring of operations with respect to a marine contamination event occurring in Zone I or within port waters (see diagram).
The Port's Internal Maritime Plan, along with the National Maritime Plan, whose setting of action is the inland maritime waters, territorial waters, the contiguous zone and the exclusive economic zone, comprises the Maritime Sub-system linked to the port of A Coruña, of the National Response system faced with marine contamination.
Additionally, the port's goods handling and transport facilities, the installations for the storage and distribution of chemical and petrochemical products, the installations for supplying fuel to vessels, and the shipyards and naval repair facilities located in the service area must have an internal maritime plan, which is taken into account by the Port Authority when preparing the Internal Maritime Plan of the Port of A Coruña.
The Plan may be activated in any of the following situations:
- The identification of a spillage by any person or user of the port, who notifies the CCE of the same.
- Emergency alert to the CCE from an affected facility or activity.
- Emergency alert to the CCE from the Harbourmaster's Office or the maritime safety agency, SASEMAR.
The Internal Maritime Plan for the Port of A Coruña currently owns the following equipment:
Situation means
- One 250m, TROILBOOM GP 750 RO-CLEAN DESMI fence boom, with 25 cm of freeboard and 50 cm of skirting mounted on a reel. Levante Dock (Outer Port - P. Langosteira).
One 250m, TROILBOOM GP 750 RO-CLEAN DESMI fence boom, with 25 cm of freeboard and 50 cm of skirting mounted on a reel. San Diego Dock.
One 300 m, TROILBOOM GP 750 RO-CLEAN DESMI fence boom, with 45 cm of freeboard and 75 cm of skirting mounted on a reel. Cruise Liner Dock.
Four 3.1kw, manual start, single cylinder, diesel, hydraulic power units. Warehouse (Oza).
1 oleophilic disc oil skimmer with a recovery capacity of up to 6 m3/hour of hydrocarbons or derivatives. Warehouse (Oza).
3 containers with absorbent equipment and cylindrical absorbent tubes and three sets of emergency equipment, with an absorption capacity of 900 l and basic elementary personal safety equipment. Warehouse (Oza).
Reserve material comprising absorbent oloephilic and hydrophobic polypropylene tubes, as well as sacks filled with granulated absorbents. Warehouse (Oza)
Spillage predictions
The probable trajectories of petrol slicks produced at the spillage points can be viewed in the water quality modelling tab of the Environmental Control Panel.
